In September 2006, Lukas
Haynes was appointed Vice President of the Mertz Gilmore Foundation
in New York. In this position, he has lead responsibility for
a diverse grantmaking program to promote U.S. energy security,
mitigate global warming, defend human rights, and invest in
New York City communities. He served previously as Director
of the New York Office of the John D. and Catherine T. MacArthur
Foundation. From 2002-2006, he served as MacArthur's program
officer for international peace and security, making over $50
million in grants, including many to Washington research institutes.
As acting director for peace and security, he also expanded
the foundation's grantmaking in China and at the intersection
of science, technology, and security.
Prior to joining MacArthur, Haynes was a fellow at the Carr
Center for Human Rights Policy at Harvard's John F. Kennedy
School of Government.
From 2000-2001, he served on the U.S. Department of State's
Policy Planning Staff and as speechwriter to Secretary of State
Madeleine Albright. In this capacity, he wrote dozens of remarks
on the full range of U.S. foreign policy issues and traveled
throughout South America, Africa, Europe, and the Middle East
as part of the Secretary of State's delegation.
He is a life member of the Council on Foreign Relations and
the International Institute for Strategic Studies, and a Fellow
of the Truman National Security Project.
Haynes is a graduate of the College of William and Mary in Virginia
(1993). He earned his master's in international relations from
Oxford University.He lives in New York with his wife, Maura,
and their son, James-all three avid baseball fans and enthusiastic
travelers.
